Texas House Adopts Framework For Expanding Medicaid

AUSTIN (April 4, 2013)--The Texas House of Representatives adopted a framework Thursday for how they would be willing to expand Medicaid to the working poor.

Texas Republicans, including Gov. Rick Perry, have rejected expanding the health program for the poor unless the federal government allows Texas to develop its own rule and regulations.

During debate on the state budget on Thursday, lawmakers said they would approve adding more than 1 million people to the program if those people would have to share some of the cost.

The proposed rules would also encourage personal responsibility, private insurance and greater efficiency, while discouraging emergency room visits and federal red tape.

The bipartisan proposal was authored by State Reps. Lon Burnam, D-Fort Worth and John Zerwas, R-Richmond.

The Republican-controlled House voted 86-57 for the measure.
