Perry Names Waco Woman To TSTC System Board Of Directors
Gov. Rick Perry has named a Waco woman to the TSTC System Board of Directors.

AUSTIN (October 9, 2009)—Gov. Rick Perry Friday named Waco librarian and museum curator Penny Forrest to the Texas State Technical College Board of Directors.
Forrest, who is curator for the Scottish Rite Foundation of Texas, is one of three people Perry named to the board Friday for terms that will expire in August 2015.
The board makes policy to direct and govern the TSTC System.

Penny Forrest of Waco is librarian and museum curator for the Scottish Rite Foundation of Texas. She is a member and past president of the Central Texas Museum Association, member and past vice president of the Museum Association of Waco, and member and past regional representative of the Texas Association of Museums. She is also a member of the Waco Convention Center and Tourist Bureau Advisory Board, a lay representative of the Waco- McLennan County Library System to the Central Texas Library System, past chairman of the Waco-McLennan County Library Advisory Commission, and a past member of the City of Waco Capital Need Assessment Committee. Forrest received a bachelor's degree from Baylor University and attended Texas State Technical College, the University of Texas at Austin and Texas Woman's University for continued education courses.
James Virgil "J.V." Martin of Sweetwater is CEO and chairman of the board of First Financial Bank of Sweetwater. He is a member of the American and Texas Bankers associations and Nolan County Foundation Board Executive Committee. He is also vice chairman of the Hendrick Medical Center Board of Trustees and a member of the Rolling Plains Community Foundation. Martin received a bachelor's degree from Texas Tech University and a master's degree in finance and bank management from the Southern Methodist University Southwestern Graduate School of Banking.
Linda McKenna of Harlingen is a registered nurse and past senior vice president of Valley Baptist Health System. She is a fellow of the American College of Health Care Executives and a graduate of Leadership Texas and Leadership Harlingen. She is also past president of the Cameron County Medical Society Alliance, North Cameron American Heart Association, and Harlingen High School PTSA. McKenna is a former board member of the Rio Grande Valley Partnership and Valley Initiative for Development and Advancement. She is a past member of the Texas Public Finance Authority and past chair of the Governor's Commission for Women. McKenna received a nursing degree from Baptist Memorial Hospital School of Nursing in Tennessee, a bachelor's degree from the University of Texas at Brownsville and a master's degree in Public Administration from the University of Texas Pan American.
