Shot That Killed Central Texas Woman Fired From 135 Yards With Stolen Rifle
Investigators said Monday the shot that killed a Central Texas woman whose body was found by a shed at her former boyfriend’s rural residence was fired from a distance of 135 yards with a stolen rifle.

HILL COUNTY (November 9, 2009)—The gunman who fired the shot that killed Kathy Todd, 60, of Valley Mills, Friday was in a creek bed 135 yards from where Todd was removing personal items from a shed at her ex-boyfriend’s rural Hill County residence, investigators said Monday.
A man who had relocated to Central Texas after Hurricane Ike was in the Hill County Jail Monday in connection with the murder.
Police say he used a rifle stolen the day before from the residence to shoot Todd and then stole some of the items she was packing up, which were later recovered.
Investigators said Monday they don’t know why the man shot Todd, who was found dead by her ex-boyfriend and another woman Friday evening near the shed in Itasca in the area of HCR 4282 and FM 3147.
The Hill County Sheriff's Office said Todd was shot in the back of the head.
Sheriff's deputies questioned neighbors living in the area after the shooting, and then on Saturday, a woman living off of HCR 4224 went to her own shed and found a stranger in the building.
Sheriff's deputies, local police, DPS Troopers, and the Texas Parks & Wildlife game wardens surrounded the building.
Howard Lee Schafer, Jr., 37, of Bay City was arrested without incident, authorities said.
The Hill County Sheriff's Office says there were tracks from the murder scene to the shed where the man was found and several stolen items were also found.
The rifle stolen from the murder scene was also recovered and was linked to the killing.
Sheriff's deputies said Schafer spent time in prison in the Matagorda area for burglary and was wanted in Covington on a burglary charge.
He had been working for various farmers in the area.
He’s held on charges including murder, burglary and firearms possession.
Investigators say he may be linked to a half-dozen burglaries in the area.
His bonds total more than $1 million.
The victim's body was sent to Tarrant County for an autopsy.
Services for Todd will be at 11 a.m. Tuesday at Grace Gardens Funeral Home chapel at 8220 Woodway Drive in Waco.

Does anyone know if this man ever admitted killing ms Todd. And how in the world did he get out of jail if he killed someone else before.
To my knowledge, Mr. Shafer doesn't have any kids. Please correct me if I'm wrong.
