Waco Woman Arrested, Charged After Young Children Yell For Help
Police who responded to a report that two young children were banging on a window and yelling for help arrested a 29-year-old Waco woman, who remained behind bars Monday, charged with endangering a child because of the filthy conditions officers found inside the home.

WACO (August 30, 2010)—Jennifer Miller, 29, of Waco, remained in the McLennan County Jail Monday, charged with two counts of endangering a child in a case that started with a report on Aug. 4 that two young children were banging on a window and yelling for help at a home in the 2200 block of Proctor Avenue.
Miller, who was arrested last week, is held in lieu of $50,000 bond.
According to the arrest warrant affidavit, Miller told the officers she locked the two young girls, ages 2 and 5, in their room because they were, "throwing a tantrum."
She said she locks the girls in the bedroom so they wouldn’t get into trouble.
Officers noted the home was very hot, and had no electricity, although they did find an extension cord coming from a neighbor's home with multiple items plugged into it, the affidavit said.
The cord was tangled with clothing and trash, the affidavit said.
"The residence was filled with dirty clothes, trash, dirty diapers, and old food." the affidavit said.
"There was not a clean area in the home. There were several live rats in the residence noted by (Child Protective Services) as well as flies,” the affidavit said.
Police say there was a small air conditioner in one room, and that the Miller said the children in the bedroom because she knew the kitchen was too "nasty."
“The victim told CPS she was happy when police came to her home because she needed their help,” the affidavit said.
She said her mother sleeps a lot and that she and her sister get scared, the affidavit said.

Ok, for one she does need help. The father of these kids left her and the children, after physically abusing them, with no help. She has no support from anyone else either and was trying to make it on her own. After her electricity was cut off the neighbors kindly lent her the extension cord which provided cool air for the kids because it was sectioned off to their room. The kitchen was dirty because it was unable to be cleaned in over 100 degree weather. The rooms that the children were in were not "filthy" they just had clean clothes spread about to air dry. And for those who want to judge this is a woman who has deteriorating health problems with no help from anyone to take care of herself and her kids. She has never "abused" these kids and Ive seen her go out of her way to protect them. She was not a bad mother, her health problems just had her way over her head in a situation she couldnt get a handle on. I agree she needs help but dont judge what you really dont kno
Personally I think she needs help. How to control her finances(if the home had no electric), some parenting classes, and maybe some help keeping the home clean. I don't think she should lose her kids for good from CPS because of this incident. No I don't think the kids should be locked in their room because they're misbehaving, but no, I don't think CPS should keep the kids either. One deserves a chance to prove they can do better at parenting. She deserves that chance. It's a chance that wasn't given to me.
