Pentagon Recommends Closing Four Major Texas Military Bases
Fort Hood Troop Strength Not Expected To Increase
The Pentagon Friday recommended closing four major Texas military installations as part of a sweeping realignment proposal that would send more than 9,000 more troops to the state, but would not increase the number of personnel at Fort Hood.

The Pentagon’s anxiously awaited list of base realignment and closure recommendations calls for closing four major Texas installations and realigning a half a dozen others.

The plan would mean a met gain of more than 9,000 personnel in Texas, but none of the growth would be at Fort Hood, which actually stands to lose 73 troops under the recommendation.

A preliminary review of the plan indicated that under the recommendation Fort Hood would lose a 9,100-member brigade to Fort Carson, Colo., but would gain an almost equal troops from an as-yet undetermined source, said Rep. Chet Edwards, D-Waco, who was in Central Texas to announce subcommittee approval of an increase in veterans health care funding and authorization of a joint study between Fort Hood and the Waco VA Hospital of Post Traumatic Stress Disorder.

Fort Hood would also lose 118 civilian jobs under the plan. Statewide the plan would mean a loss of 3,175 civilian jobs.

Fort Bliss in El Paso and Fort Sam Houston in San Antonio would receive additional troops under the recommendations announced Friday. Fort Bliss would have a net gain of 11, 354 troops under the plan and Fort Sam Houston would have a net gain of 7,648.

The Defense Department is proposing to create a San Antonio regional medical center.

It proposes moving the medical function of the 59th Medical Wing at Wilford Hall Medical Center at San Antonio's Lackland Air Force Base across town to Brooke Army Medical Center at Fort Sam Houston. Wilford Hall would be converted to an ambulatory care center.

The Pentagon proposes closing the Lone Star Army Ammunition Plant and the Red River Army Depot, both near Texarkana.

Also proposed for elimination are Naval Station Ingleside, near Corpus Christi, and Brooks City Base in San Antonio.

Army National Guard Reserve Centers recommended for closing are located in Dallas, El Paso, Ellington Air Field in Houston, Lufkin, Marshall and New Braunfels. Naval Reserve stations in Orange and Lubbock also are recommended for closing along with an Army Reserve base in Houston.

Six bases would be realigned, including Lackland Air Force Base in San Antonio, Naval Air Station Corpus Christi and Sheppard Air Force Base.

Sheppard Air Force Base would lose more than 2,600 military and civilian jobs under the Pentagon realignment proposal.

The Pentagon plan would relocate many maintenance technicians and logistic support personnel from Sheppard's Joint Strike Fighter site to Florida's Eglin Air Force Base.

Nationwide, Defense Undersecretary Michael Wynne says the Pentagon wants to shutter 33 of the 318 major domestic military sites, and realign 29 more.

Wynne says the moves are a "very important component" of transforming the military to face today's threats.

At a Pentagon news conference, Wynne said the plan promotes military cooperation, which he called "key to creating military value."

He says the military will save nearly $65 billion if all the force shifts around the world are included.

The Base Realignment and Closure Commission will review the Pentagon list and send its own recommendations to President Bush. He must issue a list to Congress by September 23.

Congress has 45 days to reject it before it becomes official.

In all, Texas has 18 major military installations that employ about 230,000 uniformed personnel and civilians.

State officials say the economic benefit to the state from the installations is about $43 billion a year.

Since 1988, 17 Texas military bases have been closed and several others realigned in other base closure rounds.

May 16, 2005 Secretary of Defense Recommendations
Not later than this date, the Secretary must publish in the Federal Register and transmit to the congressional defense committees and the Commission, a list of the military installations that the Secretary recommends for closure or realignment.

Jul 1, 2005 Comptroller General Analysis
Not later than this date, the Comptroller General shall transmit to the congressional defense committees, a report containing a detailed analysis of the Secretary's recommendations and selection process.

Sep 8, 2005 Commission's Recommendations
Not later than this date, the Commission must transmit to the President "a report containing its findings and conclusions based on a review and analysis of the Secretary's recommendations."

Sep 23, 2005 President's Approval or Disapproval of Commission Recommendations
Not later than this date, the President shall transmit to the Commission and to the Congress, "a report containing the President's approval or disapproval of the Commission's recommendations." If the President approves the recommendations, the recommendations are binding 45 "legislative" days after Presidential transmission or adjournment sine die, unless Congress enacts joint resolution of disapproval.

Oct 20, 2005 Commission's Revised Recommendations
If the President disapproves the Commission's initial recommendations, the Commission must submit revised recommendations to the President not later than this date.

Nov 7, 2005 President's Approval or Disapproval of Revised Recommendations
The President must approve the revised recommendations and transmit approval to Congress by this date or the process ends. The recommendations become binding 45 "legislative" days after Presidential transmission or adjournment sine die,unless Congress enacts joint resolution of disapproval.
