(March 10, 2008)--The top U.S. commander in Iraq, Gen. David Petraeus, says the U.S. must "reach out" to parts of the insurgency in Iraq whose minds could be changed.

Petraeus told Sky News that there was a "clear recognition from the very beginning that there are reconcilables out there to whom we must reach out."

"You cannot kill everybody in an insurgency," he added.

Petraeus also said that if the conditions were right then U.S. troop numbers would continue to be reduced.

He also commented on Prince Harry's return from Afghanistan after 10 weeks of active duty.

The third in line to the throne returned early because his deployment was made public on the Internet.

"I am a bit disappointed for him that he was not able to complete it all the way through and to come home with his unit," said Petraeus.

"I know that he will be there to greet them when they do come home and reunite with their families and I know that that will be a special moment for him and for them as well," he added
