The House Ways and Means Committee approved a school property tax relief measure Wednesday that would give the state the highest sales tax in the country.

The bill, approved by a 5-4 vote, also would expand the tax to include bottled water and motor vehicle repair services and would raise the cigarette tax to $1.42 a pack.

A proposed increase in the sales tax has been a cornerstone of most of the school revenue-generating proposals, but the rate has been contentious.

The plan approved today would increase the rate from the current 6.25 percent to 7.25 percent.

The proposal could face a tougher time in the Texas Senate.

The tax bill is designed to offset reduced school property taxes and increase the state's share of the public education money.
