A grand jury in Journdanton has declined to indict three Jourdanton workers who drowned several stray dogs at the city sewer plant to save money.
The Atascosa County grand jury had considered possible animal cruelty charges, but decided not to indict the city workers.
The city earlier disciplined a supervisor who had ordered the July drowning of the caged animals.
Texas law says stray dogs and cats may only be euthanized by gassing them with carbon monoxide or injecting them with sodium pentobarbital at an animal shelter.
