(June 5, 2008)—The Texas Youth Commission is shutting down its Aggression Management Program, which was based at the commission’s McLennan County facility in Mart.

The program was a long-term isolation program for aggressive juvenile inmates.

It ended on June 1, the TYC said Thursday.

The 40 TYC employees assigned to the program were transferred to what the commission said were comparable positions at the facility in Mart.

“This will aid in alleviating the current staffing shortage at the facility,” the TYC said in a prepared release Thursday.

The program became obsolete, the TYC said.

“There was a time when something like this program was necessary,” said Richard Nedelkoff, TYC conservator.

“But, we’re moving in a different direction and there are proven ways to better handle youth who haven’t learned to control their anger or violent behavior.”

The commission also said Thursday it is changing its Behavior Management Program.

It’s similar to the Aggression Management Program, but operated at each of the TYC’s facilities.

It will be replaced by a new program called “Redirect,” which is based on privilege system, the TYC said, and “addresses the underlying causes of aggression, impulsivity and chronic negative behavior.”

I'd like to see the curriculum for this so-called "new program". To me, it just sounds like typical, bureaucratic rationalization for punishment of behavior. I am not convinced this "new" program is really new, and IF it is actually being carried out. I am a former state employee... and I know how things are put on paper and look good, but nothing ever happens. When someone stands up and accuses the state of not doing what they say, they point to the pretty paperwork and say "Here is our evidence... if we didn't write it down, it didn't happen"
