KILLEEN (June 28, 2013)—Leonard Mike Penley, a previously convicted child sex offender, was arrested Thursday on a new indecency with a child by contact charge.
Bell County Justice of the Peace Garland Potvin set Penley’s bond at $75,000, but Penley did not appear on the Bell County Jail log on Friday morning.
Penley, 54, was arrested after a 14-year-old girl reported she had been inappropriately touched by a man on June 5 while she was swimming at a private pool at a Killeen home.
An arrest affidavit showed two teenage girls were swimming in a pool at a home in the 2800 block of Cheaney Drive when a man touched one of the through her swimming suit.
One day later the girl reported to police investigators a man touched her breasts and genitals.
Penley was indicted and convicted in 2012 on a similar charge and was placed on probation.
Court documents presented in the first case indicated the girl had been given alcohol and pills.
She also reported Penley had been molesting her over a period of years.
