Former Central Texas Officer Convicted In Rape Case Save Email Print

(September 19, 2008)—A state district judge Friday in Williamson County convicted former Georgetown police officer Jimmy Lewis Fennell, Jr, 35, of kidnapping and improper sexual activity with a person in custody in a case involving the rape of a drunken woman after Fennell responded to a domestic disturbance call.

Fennell pleaded guilty to the charges in May in a plea bargain deal in which he would have served a two-year prison term, ten years on probation and paid a fine, but Judge Burt Carnes rejected the agreement.

The Austin American-Statesman reports Fennell waived his right to a jury trial Friday and decided not to withdraw his guilty plea.

Sentencing is next Friday.

Fennell faces as much as ten years in prison for kidnapping and up to two years in state jail and a $10,000 fine for improper sexual activity.

Fennell was fired in December, reinstated, put on paid leave and then he quit.

i was sexually assaulted by an off duty police officer several years ago, i eventually dropped my case after i was slaughtered and harrassed by his partners and friends, it is hard to break "the code of brotherhood", im glad some one had enough guts to hang in there and stand strong.

to marlin - not all cops are like that & i am sure you are an honest citizen but i have to say that your comment does sound a little like you are trying to convince yourself...its the bad cops that give the good ones a bad reputation. but since you think they are ALL bad - I hope you never genuinely need their help.

THIS is why I don't trust the police, government agents, or politicians. They all think they are THE LAW, not servants of the public and law. I have personally had instances where I filed against cops and the judges found I was right, the cops weren't even repremanded even. This one needs to be put in the cell with "Bubba the Animal" so he can experience what it's like to be daily raped and beaten. All you other cops out there who are into the "power" your badge and gun gives you....be warned...sometimes we can get a judge to put you where you belong! I decided long ago, they will have to carry me dead before I would go anywhere quietly with a cop, they have become one more enemy to the public they are supposed to be serving and protecting. As for "officer" who posted below....I don't believe a word you wrote. The isn't any good cops anywhere. If there were, there wouldn't be so many people who feel like I do and have had NOTHING but bad experiences whenever they called the cops!

I think the Jusde did a great job. If he had been in Bell County and went before one of those Judges he would have gooten off. The Judges in Bell County are more worried about siding with sorry CPS case workers and taking children away from their parents that have done nothing wrong. But because CPS says it is so that is the law even if you can prove they are lying. Bell County residents should be glad he was not an Officer there, he would have gotten off. The Judges there have no guts and neither does the County Attorney's Office.

I have never trusted being alone with a police office and nor any preachers They are the ones that you have a hard time proving any thang on . They would trust them before a regular citizen... No telling how long this had been going on and I wonder how many more this happen to thats scared to come forth and could he have been black mailing others I wounder .Makes you thank Doesnt it ....

I am a Police Officer and I think people like this should stay in prison. You put yourself in a possition to gain peoples trust. When people need help they call the Police. Now some officers are making it to where you cant even trust the police. Makes it hard for the rest of us to do our jobs. Hope he rots.

Lets hear if for the judge. Glad there's one that has some guts and I hope he gives this animal the longest time in prison that he can. I'm sure while hes in the pin he will find out what rape is all about...

It is good to see a judge not go with the flow and comp to a plea deal. I would hope he gives him the max sentence. I know it would not be the max I would give him, Which would be cut in the right place, send him to an all male prison, and let the inmates have at him.
