(November 10, 2008)—The Fugitive Unit of the Texas Attorney General’s Office has arrested six convicted sex offenders who violated the terms of their paroles on Halloween night.

The arrests were part of Operation Safe Halloween, which targets convicted sex offenders whose paroles require them to avoid trick-or-treaters on Halloween night.

“With young Texans out trick-or-treating, these sexual predators were under specific orders governing their Halloween night activities,” Attorney General Greg Abbott said Monday.

James Monroe Turner, 61, of Houston, was arrested last Thursday for failing to reporting as required on Halloween night. Turner was convicted in 1993 of aggravated sexual assault of a child in Harris County.

James Allen Smith, 53, of Pasadena, was arrested last Wednesday for failing to remain at his residence on Halloween night as required by his parole. Smith was convicted in 1978 of indecency with a child in Brazoria County.

James Benjamin Jodon, 66, of Friendswood, was arrested the day after Halloween for violating his parole by having lights on and Halloween decorations at his residence on Halloween night. Jodon was convicted of indecency with a child by sexual contact in 1992 in Harris County.

Lawrence Joseph Simmons, Jr., 67, of Houston, was arrested last Wednesday for committing a curfew violation. Simmons was convicted of indecency with a child by sexual contact in 1988 in Galveston County.

Michael Todd Phillips, 46, of Dallas, was arrested on Nov. 3 for failing remain at his residence on Halloween night as required by the terms of his parole. He was on the sex offender caseload because of a 1979 conviction for attempted rape of a child.

Larry Miller, Jr., 37 of Austin, was also arrested on Nov. 3 for not being at his residence on Halloween night. Miller was convicted in 1986 of aggravated sexual assault of a child in Travis County.

the sex offenders have done there time in jail and are now on probation. Their free to do as they please but what about the children they hurt, their never going to be free.

See if the supreme court would implement the death penalty in these cases we wouldn't have to hunt people down for Halloween violations or worry that they ever hurt any of our children again.

When you cut the two little rounds things in a bag that hangs down below off of a sex offender, in a very short time they become NOT a sex offender. Problem solved with very little expense. At what price do we stop and think about our kids? Enough!

If I had my way these dudes would not be around to violate any parole mandates.

They should make it a standard rule to do this at EVERY holiday in EVERY county. It would be interesting to know how many are caught then. And, having said that, it would be interesting to see what legislation will come from it!!!!

Yes, it applied to him as well. I find it sad that there was only two posts to this vs hundreds for Obama elction and incident at Baylor. I guess its true that there are alot of people more concerned about themselves than thier children

I was curious if this rule applied to sex offenders in our area? A man that lives around the corner from me is a sex offender and he had his light on and decorations out on Halloween night. I made a point to specifically look because I had heard about this rule!

Did you see the ages? More proof that you can not re-habilitate a sex offender. Lock em up. Give me the key.
