I suggest hiring level 3 non-commission capable officers that are armed and placing them all over Waco on foot, bicycle and radio. They can be hired for 1/4 the price while the commission officers of the state for the city of the county supervise and handle the investigations and so on. Be nice to have a couple on each block or so. Free up our women and men in blue to rock and row. In order to slow down the crime it needs to be stopped before it happens. About 6 months would be a good test. Just the presents helps detour. Most thugs/punks want take the risk if they know they will be challenged. There is also back up on the way and the punks know it. More troops on the ground with a tight budget is tough. I would think safety should rank highly on most concern citizens of Waco. Our law enforcement can only cover so much and are unable to stand a post, due to the over loaded calls. I think it out weighs not doing anything at all. Just an ideal. How about a little feed back or other ideal.
