WASHINGTON (October 10, 2009)—The 2010 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations bill that’s on its way to the president’s desk includes $300,000 for biofuel research at Baylor University, Sen. Kay Bailey Hutchison, R-Texas, announced.
The money will fund collaboration between Baylor and Texas A&M University researchers and industry leaders in alternative fuels to investigate the use of sorghum in biofuel production.
Sorghum, Hutchison said, is an inexpensive alternative to corn, whose use in biofuel production has had unintended effects on supply and prices.
“As we work toward energy independence, we must transition into the next generation of biofuels which do not use food for fuel,” Hutchison said.

To answer your questions, it's much harder to lobby 300 grand to a university which most people have never even heard of, at least at the national level. Not to mention that Baylor staff, generally speaking, is better qualified.
I dion't really know why Baylor got this money. They will not do enough to make it work. They will get very close and then request more money to do it. I agree with below, should have gone to TSTC
They tried this about 30 years ago at Baylor, when Max Schauck flew his ethanol fueled red biplane all across the United States. Made ethonol out of candy waste(sugar). And had a Program related to food aid for under-developed countries. I hope they succeed with it this time. But the money should have gone to TSTC, who would 'really' pursue the project!! Maybe A&M will do something with it??
