WACO (October 13, 2009)—Waco police Tuesday identified the bicyclist who died in a hit-and-run accident early Saturday morning involving a driver who was fleeing officers after an attempted stop.
The victim was Joseph Lee Ray, 37, of Waco, police said Tuesday.
He was riding a bicycle east on Irving Lee Street when the driver of a Chevrolet Caprice that was southbound on the Interstate 35 frontage road ran a stop sign and the car hit him.
Police say the car’s driver had sped off moments earlier after an officer tried to pull him over for speeding.
After striking Ray, who was pronounced dead at the scene, the driver sped off.
Officers launched a search for the driver and for other people who may also have been in the car.
A helicopter was dispatched to join the search.
Officers later found the abandoned Caprice and one man in a drainage ditch in a nearby neighborhood.
Marcus Cain, 35, was arrested and charged with possession of marijuana, evading arrest causing a deadly accident and failure to stop.
His bond was set at $33,500.

What's sad is this guy will probably get more time for the drugs than for killing someone, because the person he killed was riding a bicycle
$33,500 bond? My God what a travesty! Who in the world did this guy know in the criminal justice system?!?! I feel so bad for the family of the man who was killed; not only did they lose a son, brother, possible husband and father....but to find out that the bond set for the person that killed him and RAN was set at only $33,500? Amazing, simply amazing, I am utterly astounded.
It is mostlly lack of jail space, mom. Unfortunate, but true. <><
