Waco Awarded $2.7 Million In HUD Grants
The City of Waco has been awarded $2.7 million in grants from the Department of Housing and Urban Development.

WACO (October 14, 2009)—The U.S. Department of Housing and Urban Development has awarded $2.7 million in community development grants to the City of Waco, Rep. Chet Edwards, D-Waco, announced Wednesday.
The city will receive a $1.7 million Community Development Block Grant and a $1 million HOME grant, Edwards said.
The programs are aimed at providing affordable housing and creating economic opportunity for low- and moderate-income residents.
“This is a positive investment that will create jobs, promote local economic growth, and modernize public housing,” said Edwards.
“These funds will help Waco make needed upgrades to vital infrastructure so those in need can keep a roof over their head.”

I know this sounds crass, but do grants like this really reduce the poverty rate or simply keep it going on as a never-ending story? The reason I ask, is that it seems Waco has received hundreds of millions of dollars in grants like this over the decades, but Waco poverty continues to be one of the highest in the state. It just does not make sense to me.
