(May 27, 2007)—More than 127,000 children could be added to a low-cost state insurance program under a compromise bill that lawmakers sent the governor Sunday.

The bill allows Texas families to enroll once a year instead of twice with electronic eligibility checks for those at the top of the income scale.

Advocates for low-income families have fought all legislative session for changes to the Children's Health Insurance Program.

It covers children whose parents make too much to qualify for Medicaid and too little to buy private insurance.

About 306,000 children were enrolled this month.

The main sticking point has been a House proposal to lengthen the enrollment period from six months to a year, reversing a policy the Legislature adopted in 2003 in the face of a $10 billion budget shortfall.

The Senate agreed to extend the enrollment period as long as families most likely to rise above the income eligibility cutoff went through the electronic check every six months.
