FORT WORTH (December 22, 2009)—A Fort Worth police officer was speeding and intoxicated when his unmarked patrol car slammed into another car, killing the driver, according to an arrest affidavit released Tuesday.

The affidavit says Jesus Cisneros evidently was traveling at least twice the posted speed limit of 35 miles per hour at the time of the deadly crash earlier this month.

Sonia Baker, 27, was killed when she pulled in front of the speeding patrol car about 2:30 a.m. Dec. 11.

Police said the 37-year-old officer had a blood-alcohol level of 0.17 percent, which is twice the legal limit of 0.08 percent.

Cisneros, who has submitted his resignation, was booked into the Tarrant County Jail in Fort Worth on Monday on an intoxication manslaughter charge and later freed on a $25,000 bond.

Max, I just want to say thank you... things like this happen a lot, and while I understand law enforcement supporting their own, it's very frustrating when they seem to get away with a lot more. Thank you for saying what you did, and acknowledging his actions as wrong.

I would be willing to bet his superiors new of this problem before hand and probably knew the outcome of the test before they came back. Ft. Worth Police Department needs investigating and policies for hiring and screening need to be analyzed.
