It’s Black, It’s Gooey, But What Is It?
A black substance that’s washed up on a stretch of South Padre Island has environmental officials mystified.

(September 11, 2007)--Texas environmental officials are trying to identify the black, sooty substance that's washed up on a three-mile stretch of South Padre Island.

Texas General Land Office officials took samples after the substance was noticed this week on the beach.

Officials determined it's not oil.

The Texas Commission on Environmental Quality also took samples and hopes to have an answer by next week.

People are being urged to stay away from the stuff.

The TCEQ's Lorinda Gardner says the black particulate doesn't appear to be harming birds or fish.

The state agency is working with Cameron County to rake it up.
