Authorities Identify Officer Involved In Fatal Weekend Shooting

COPPERAS COVE (February 8, 2013)—Authorities have identified the police officer who was involved in a shooting last week that left a bi-polar Copperas Cove man dead.

Coryell County District Attorney Dusty Boyd, in a news release, said Copperas Cove patrol Officer Billy J. Ray, III was involved in the Saturday shooting death of Kristofer Charles Gagliardi, 24, of Copperas Cove.

Ray has worked for the Copperas Cove Police Department since February 2011, according to Texas Commission on Law Enforcement Officer Standards and Education records, which show no disciplinary actions of suspension or revocation on Ray’s law enforcement certification.

Boyd said Ray has been assigned to restricted duty at the department, which is protocol in such incidents, until the completion of an investigation that now is underway by Texas Rangers.

The findings of that investigation will be presented to a Coryell County grand jury to decide if any charges should be levied, Boyd said.

Coryell County Justice of the Peace John Guinn pronounced Gagliardi dead at 9:50 p.m. Saturday.

Guinn said when he arrived, Gagliardi's body was in the yard of the duplex and there was a knife with a blade about five inches long next to him.

Guinn said it appeared Gagliardi had been shot twice in the chest.

"Officers were responding to a domestic violence call and when they arrived Gagliardi came out of the duplex with a knife," Guinn said.

Guinn said that the first officer on the scene retreated to the street in front of the duplex and that at some point fired the shot that killed Gagliardi.

Authorities ordered the body sent to Southwest Institute of Forensic Science, in Dallas, for autopsy.

On Monday Guinn said the preliminary autopsy report showed the cause of death was the two gunshot wounds to the upper body.
