Local Educator Charged With Providing Alcohol To A Minor

WACO (February 12, 2013)--An instructional specialist at Bell's Hill Elementary School in Waco was free on bond Tuesday after he was arrested Monday and charged with providing alcohol to a minor.

William Higgins, 64, posted a $1,000 bond Monday and was released from the McLennan County Jail.

A letter sent by Waco school officials to parents of Bell's Hill students explained that WISD police arrested Higgins Monday and said he was charged with a crime against a minor.

The McLennan County Jail records office said Tuesday the charge was furnishing alcohol to a minor.

The letter explains that the incident happened at a home in China Spring and not on the Bell's Hill campus and did not involve any other staff member.

In the letter WISD Superintendent Bonny Cain said, "The arrest of an employee always causes us great concern."

"Mr. Higgins has been placed on administrative leave and a suitable replacement is being sought to fulfill his previous duties,” the letter said.
