WACO (January 2, 2013)—Waco police arrested a man they caught Wednesday morning pushing a shopping cart full of stolen steel water meter covers along a downtown street on his way to sell them.
James Jeffcoat, 47, was in the McLennan County Jail Wednesday, awaiting charges and bond after he was arrested for theft more than $1,500 but less than $20,000, Waco police Sgt. W. Patrick Swanton said.
Swanton said at around 7:15 a.m. Wednesday a patrol officer spotted a man who was pushing a shopping cart in the 1000 block of Washington Avenue that was filled with the water meter covers.
After some investigation the officer was able to determine the covers had been taken from several businesses along Austin Avenue and loaded into the cart.
Swanton said the officer reported the man told him he was pushing the cart toward a metal recycling business where he intended to sell the covers as scrap.
The officer discovered it was the man’s second trip of the day to the recycling center with water meter covers, which Swanton said weighed as much as 75 pounds each and would cost between $22 and $91 to replace depending upon size.
Swanton said some of the covers were so old that replacements would have to be fabricated because they're no longer made.
Swanton said the officer's report showed at least 30 meter covers were involved.
Jeffcoat is a transient, Swanton said, who lists a home address in North Carolina.
