Major Area Districts Met Rating Standards; Some Schools Did Not

(August 8, 2013)—The Belton, Copperas Cove, Killeen, Midway, Temple and Waco Independent School Districts all met state standards, according to ratings released Thursday, but some individual campuses did not.

The district and campus ratings the Texas Education Agency released Thursday are the product of a new accountability system that replaced the old system, which relied on standardized test scores and rated schools on a scale ranging from exemplary to academically unacceptable.

The new accountability system uses test scores, graduation rates and college admission exams to calculate indexes for student achievement, student progress, student readiness for college or work and how well a school is helping disadvantaged children, and individual schools can earn distinctions for student improvement, English language skills and mathematics.

The Texas Education Agency said 92 percent of districts and nearly 85 percent of Texas schools meet the state's minimum standards.

"Despite the many positive numbers, I am confident school leaders across our state share my concern for the number of campuses where improvement is still required, especially at the elementary level. If we can target our efforts in those grade levels today, the state will see improvements for all students in the years ahead,” said Education Commissioner Michael Williams.

The Killeen ISD and all of its rated schools met the standards except for Eastern Hills Middle School.

The Waco ISD and both of its high schools met the standard, but improvement is required at a number of campuses including Cesar Chavez Middle School, G. W. Carver Middle School, Indian Spring Middle School, Alta Vista Elementary School, Brook Avenue Elementary School, Cedar Ridge Elementary School, J.H. Hines Elementary School, Provident Heights Elementary School and South Waco Elementary School.

The Temple ISD met the standard, as did all of its rated schools except for Lamar Middle School, Bethune Early Childhood Center, Meredith-Dunbar Elementary School and Raye-Allen Elementary School.

The Belton ISD and all of its schools met the standards.

“While we’re proud of our students’ performance on these tests, they are only one measure of student achievement,” Belton ISD Superintendent Dr. Susan Kincannon said

“We believe that the state should continue reducing what has been an over reliance on high-stakes testing,” she said.

The Copperas Cove and Midway ISDs met the standards as did all of the rated schools in the two districts.
