To the people complaining about the Temple loop project: 1 st -roadways are designed to allow the outside lane to become submerged during heavy rain events. It is common engineering practice. 2 nd - James construction is construction the roadway as designed. This project was designed by either TxDot engineers or buy a firm hired to do the design. As with all major roadway projects, the contractor is only doing what they are told. 3rd - Concerning the "lip" on the gutters, that project is not complete, if you notice, all the paving is set to grade to add another 2" of asphalt. That paving will be done at the very end of the project. The current lip is only temporary.
