DPS Orders Criminal Investigation Of Former Waco State Trooper
The Department of Public Safety’s director said Friday he has ordered the Texas Rangers to begin a criminal investigation of a state trooper who was once stationed in Waco for misconduct that includes the use of excessive source during an arrest earlier this month.

AUSTIN (October 30, 2009)—The director of the Texas Department of Public Safety has moved to fire State Trooper Arturo Perez, 42, who started his DPS career in Waco, for misconduct including the use of excessive force during an arrest on Oct. 10 on the Dallas North Tollway.

DPS Director Steven McCraw also ordered the Texas Rangers to begin a criminal investigation based on video evidence from the trooper’s in-car camera, the DPS said Friday.

The results of the Rangers’ investigation will be presented to the Dallas County District Attorney’s Office, the DPS said.

Details of the incident were not released Friday and the DPS said the video of the incident will not be made public until the criminal investigation has been completed.

Perez chose to retire before the discharge process was completed, the DPS said.

“Our Troopers receive the best instruction available in the world on use of force issues, and we do not tolerate behavior that so clearly contradicts that training as evident in this instance,” McCraw said.

“Ultimately, it is my obligation to remove from duty any employee who cannot perform consistent with our training, standards and mission to provide public safety.”

Perez worked for the Texas Department of Criminal Justice for almost 16 years before he attended the DPS Academy in 2006.

After graduating, he was stationed in Waco until Feb. 2008, when he transferred to Ennis.

He was transferred in July 2009 to the Dallas North Tollway, the DPS said.

It's sad that KWTX allows unnecessary comments that are directed at an individual who has nothing to do with the story. Nothing quite like an anonymous message board where individuals have the opportunity to cowardly attack someone's name. Eventually, KWTX may learn, but probably not until legal action is sought.

CHL Instructor-if you are a federal law inforcement you know what the trooper has to deal with each and every day. Then don't cast the stone. You are hearing what she (drunk driver) and her attorney are saying. Let's give this girl a medal for driving drunk and wrecking her car. Let's give her the key so she can get on the road again this time maybe she will wreck into a family. (GO DRUNK DRIVER!!!) My hearts goes out to every LEO in this country that has to put up with the bull from people that don't understand the meaning of respect. I have taught my children the meaning of RESPECT and to follow orders. But the truth will provail. I know in my heart that the trooper is a WHITE KNIGHT. Shame on you Director McCraw for not backing your troopers. Like I said stay strong Trooper Perez!!!!

GW, you don't have to carry a sidearm or wear body armor to have intestinal fortitude and you certainly don't have to strap on a gun belt to have intelligence. I do carry a gun just about all the time and I am about to retire from almost two decades of federal law inforcement but I am well aware that when a trooper or cop or agent or any other LEO does something like what this trooper is ACUSED of (I'm emphasizing "acused" because it has not been proven yet) it makes the job of every other LEO a little harder. It diminishes the respect that every other LEO gets by a little bit. This Trooper deserves his "day in court" but the evidence that I am seeing so far does look like he threw an unarmed, handcuffed woman into a wall (or something). IF HE DID THAT, he is not the courageous person you describe, he is a freaking coward and a bully who can not control his temper and he should not be an LEO. Marinemom, are you prepared to face the TRUTH that your trooper may not be a white knight?
