House Approves Children’s Health Insurance Expansion; Bush Vows Veto
House Democrats and the president are headed for another showdown over a measure that would add six million children to the State Children’s Health Insurance program, after a vote Thursday in which Central Texas’ two congressmen came down on opposite sides.

(October 25, 2007)--Lawmakers and the President are headed toward another showdown over a bill to expand a program that provides health insurance for children of low-income families.
Despite a presidential veto threat the House voted 265 -142 on Thursday in favor of legislation that would expand State Children's Health Insurance Program (SCHIP) to include an additional six million children.
That’s seven votes short of what was needed to protect the bill from the president’s veto.
Rep. John Carter, R-Round Rock, cast a “no” vote, but Rep. Chet Edwards, D-Waco, voted in favor of the expansion of the program, which he calls “vitally important for kids and their hard-working families who simply cannot afford the highest cost of health insurance.”
“With CHIP, children receive better health care, schools have healthier students and parents are encouraged to pursue work, not welfare, without losing health care for their children. CHIP is a win-win,” Edwards said.
Lawmakers reworked the bill from the original measure that Mr. Bush vetoed last week.
The measure calls for spending another $35 billion generated by a 61-cent increase in the tax on a pack of cigarettes.
