Grand Jury Will Review Central Texas Teenager’s Death
A grand jury will review the death of a Central Texas teenager who was struck by a car whose driver said he thought he had hit a deer.

THORNDALE (April 2, 2009)—The Milam County Grand Jury will decide if a Rockdale man should face criminal charges in the March 13 death of a Thorndale teenager who was struck by a car.
Rudolfo Angel Carranza was struck and killed while he was walking along Farm-to-Market 436 about one mile north of Thorndale.
Carranza's body was not discovered until the following morning when a motorist noticed his body lying in a roadside ditch.
Texas Department of Public Safety trooper Erik Gaston told News 10 he had been dispatched to the scene of the accident on the morning of March 14 and was there investigating the traffic death when David Brian Jeter, 31, of Rockdale, returned to the scene.
Gaston said Jeter told investigators he was northbound on the roadway when his car drifted off the side of the road and struck something, which he said he thought was a deer.
He did not stop.
Gaston said Jeter was interviewed at the scene but was not detained.
"He won't be arrested unless the Grand Jury decides to indict him," Gaston said.
Carranza was pronounced dead at the scene and his body was sent to Austin for autopsy.
Gaston said he has not yet seen an autopsy report.

This man left the scene of an accident -- and he came back because he saw an officer on the road. Why wasn't this man detained and arrested for failure to stop and render aide??? And where are the parents of the teenage victim? I am sure they would like to get an explanation as to why their son's killer was not arrested.
