Belton: Local Woman Pleads Guilty To Meth Charges

BELTON (November 8, 2012)-A Belton woman pleaded guilty Thursday in Waco's federal court to possession with intent to distribute methamphetamine.

U.S. District Judge Walter S. Smith set Norma Patricia Tapia-Cisneros for sentencing on Jan. 3, 2013.

Court documents say on Aug. 11, officers with the Bell County Organized Crime Unit began a narcotics investigation that led to a traffic stop resulting in a seizure of methamphetamine.

On the same day, officers served a search warrant at residence in Belton.

Prior to the execution of the search warrant, surveillance identified a man as he was leaving the residence in a vehicle, conducted a traffic stop and took the driver into custody.

As they searched the vehicle, they located marijuana and several small Baggies of methamphetamine.

The driver said he would cooperate with law enforcement, as did the other individuals who were arrested.

During the search of the suspect's apartment, officers found narcotics paraphernalia, loose pills, and a liquid that tested positive for methamphetamine.

After the execution of the search warrant was complete, the suspect agreed to make several phone calls and arranged for an amount of methamphetamine to be delivered to him from his supplier, who was located in the Dallas area.

They arranged a location for the meet, which was also in the Belton area, where a woman who went by the name APatty,@ described the vehicle that she was driving, her location and estimated time of arrival at the arranged meeting place.

She later was identified as Norma Patricia Tapia-Cisneros.

When officers confronted her, her purse was searched and a small amount of methamphetamine was found, which Tapia-Cisneros admitted was hers.

During a search of her car's trunk, officers found a hidden compartment that contained two large bags of a crystalline substance that later tested positive for methamphetamine.

Tapia-Cisneros denied any knowledge of drugs.

Officers also located approximately $363 in the vehicle.
