LA GRANDE MOTTE, France (July 6, 2009)--Texan Lance Armstrong will be fined for failing to sign in before Monday's third stage, a top Tour de France official says.
All riders are required to sign in before starting every stage.
Tour competition director Jean-Francois Pescheux says the seven-time champion would receive the standard fine, equivalent to $92.
Pescheux also criticized Armstrong for not making himself more available to fans.
Armstrong is coming out of retirement and riding for Astana during the Tour. Team spokesman Philippe Maertens says that before the stage Armstrong was held up as he signed autographs and did interviews.
