(October 11, 2008)—The West Texas town of Presidio is bracing for more flooding as Hurricane Norbert heads toward Mexico’s Baja California coast.

They plan to activate an emergency operations center Monday in Presidio, about 250 miles southeast of El Paso.

Hurricane Norbert weakened to a Category 2 hurricane as it bore down on Mexico's southern Baja California peninsula Saturday.

The National Hurricane Center in Miami said Norbert had strengthened to a Category 3 storm overnight but weakened slightly Saturday morning with winds of 110 mph.

The center says Norbert is expected to make landfall in the southwestern coast of Baja California Saturday and then make a second landfall in northwestern Mexico Saturday night.

Residents of Presidio have already spent weeks wondering if an earthen levee holding back the swollen Rio Grande would break.

Last month, the river rose out of it's banks, filling a nearly quarter-mile wide channel between levees on each side of the border.

The flooding was blamed on heavy rains that filled rivers and reservoirs in Mexico.

The lone highway connecting Presidio, Redford and Lajitas via the Big Bend Ranch State Park also remained closed.
