MANILA, Philippines (October 4, 2009)--Typhoon Parma was headed for Taiwan Sunday after cutting a destructive path across the northern Philippines, the second storm there in eight days.
The typhoon's fringes were already pummeling eastern and southern Taiwan with heavy rain and troops are evacuating villages in the path of the storm.
Television stations showed soldiers making sand bags, using mud that piled up at riverbeds during a deadly typhoon last month.
The storm being felt in Taiwan left two families of five buried in landslides on the way to killing at least 16 people in the Philippines.
It did, however, spare the capital, which experienced its worst flooding in four decades, in addition to nearly 300 dead.
But Saturday’s storm did drop more rain on Manila, slowing the cleanup and making conditions there more miserable.
