SOFIA, Bulgaria (February 6, 2012)--A dam in southern Bulgaria collapsed after heavy rain, killing at least four people as floodwaters slammed into a village, authorities said.
Officials declared a state of emergency in much of southern Bulgaria where in all, eight people have been killed in the flooding and 10 others are missing.
Civil defense chief Nikolai Nikolov said an eight-foot flood hit 700 houses in the village of Bisser, near the Greek border, after the dam on the Ivanovo reservoir collapsed.
Officials said two bigger dams at Ivaylovgrad and Studena were also on the brink of overflowing and urged residents to be ready to evacuate.
Bulgaria warned Turkey and Greece of a surge of floodwater coming down the Arda and Maritsa rivers.
