Torrential Rains Shut Down Philippine Capital

MANILA, Philippines (August 19, 2013)--At least two people were confirmed dead and several more were missing in as torrential rain fell on the Philippine capital.

Floodwaters in some areas of Manila were waist-deep and thousands of people across coastal and mountainous northern regions fled to emergency shelters.

Schools, offices, the stock exchange, courts and embassies were closed as the city was under a red alert.
