NEW YORK (November 14, 2012)--In the wake of Superstorm Sandy, emergency officials are taking another look at a problem that has bedeviled them for a long time, how to get people to comply when they are ordered to evacuate.
Despite dire forecasts and explicit warnings, hundreds of thousands of residents in New York and New Jersey ignored mandatory evacuation orders as the storm closed in and the result was scores of death and some harrowing rescues.
Around the country, various ideas have been tried over the years, including scare tactics and the threat of fines and jail time for those who disobey evacuation orders.
