He was walking on the railroad tracks when he was struck, police said in a press release Thursday.
Stout's body has been sent for autopsy.
The boy died at the scene after the westbound train struck him in the 700 block of West Avenue D, police said.
An autopsy was ordered.
The school district posted a statement on its Facebook page expressing condolences to the student's family.
"Our thoughts and prayers are with them during this difficult time," the statement said.
Additional counselors were available Thursday and Friday at the high school and will remain available as long as needed, the district said.
The two BNSF employees who were on the train were not hurt.
The train was en route from Sweetwater to Temple at the time of the accident.
BNSF will review cameras on the locomotive to determine exactly what happened.
Copperas Cove police are investigating.
