Central Texas man who ran down woman with his pickup sentenced

KILLEEN, Texas (KWTX) A Central Texas man has been sentenced to more than three decades behind bars after he ran down a female Fort Hood soldier with his pickup truck.

Chance Ryan Biels, 33, was sentenced Tuesday to 33 years in prison after he was convicted of aggravated assault with a deadly weapon, Bell County District Attorney Henry Garza confirmed Wednesday.

Biels was arrested in October 2017 after witnesses told officers that a green and tan four-door Ford pickup truck was following the victim’s vehicle when the female Fort Hood soldier stopped at around 6:30 p.m. on Sept. 23 in the 2600 block of Savage Drive, a police affidavit says.

The soldier got out and was standing next to her vehicle when the driver of the pickup accelerated and the truck struck her, police said.

The driver of the pickup then fled.

Biels was identified as a suspect after one of the witnesses to the hit-and-run spotted the truck in the driveway of a home and notified police, the affidavit said.

Biels told officers the victim had thrown a water bottle through the window of his truck that struck him in the back of the head, the affidavit said.

He said he got mad and started to follow her, but denied striking her deliberately, the affidavit said.

“Biels further stated that the victim walked out in front of his truck and that he swerved to the left to avoid striking her,” the affidavit said.

“Biels admitted that he struck the victim and left the scene,” the affidavit said.

Video from a neighbor’s camera that captured the hit-and-run, however, showed that “the suspect’s vehicle did not swerve to avoid hitting the victim, but appears to swerve to the right, striking the victim, throwing her into the back of her vehicle,” the affidavit says.

The victim suffered a small brain bleed, unstable neck fractures, a skull fracture, a rib fracture, a long contusion and numerous cuts and bruises, the affidavit says.
