Ex-Central Texas high school teacher indicted on child porn charge

An ex-Belton High School teacher who was arrested as a result of an investigation that started in September 2018 when a student reported that pornography had played on a classroom projection screen was indicted Wednesday for possession of child pornography.

James Edward Alleman, 46, was arrested on Nov. 18, 2018 after police found four short videos on a memory card that they confiscated during the investigation that showed a young Asian girl changing clothes in a bathroom, an arrest warrant affidavit says.

He posted a $75,000 bond and was released the same day.

Belton police began the investigation after a student told school officials on Sept. 28, 2018, “that while he was in a class, pornography had played on the projection screen when his teacher tried to begin class,” the affidavit says.

“The student stated that when the pornography appeared on the screen, Alleman stated ‘that should have never happened,’” the affidavit said.

The district suspended Alleman on the same day and, the affidavit says, officials confiscated his school-owned laptop and iPad and gave them to police to inspect, along with an external hard drive and Micro SD card that were found in Alleman’s school desk.

“Upon learning of inappropriate use of technology by former Belton High School teacher James Alleman, he was immediately removed from the classroom, and Belton Police Department was notified,” Assistant Superintendent for Human Resources Todd Schiller said at the time.

“In compliance with Board policy, the Superintendent reported Mr. Alleman to the State Board for Educator Certification,” he said.

Alleman resigned effective Oct. 1, 2018, the district said in a letter to parents.

Police determined that searches had been performed on Alleman’s laptop “for pornography in both Chinese and Japanese, using terms that translated to the English equivalent of ‘teen scandal, ‘webcam underwear teen, ‘teen video chat, ‘school girl masturbation,’ as well as other search terms, “ the affidavit says.

On Nov. 6, 2018, officers obtained a search warrant for the external drive and the Micro SD card and on the card found four short videos of a nude young Asian girl who appeared to be changing clothes in a bathroom, the affidavit says.

Investigators showed the videos to Alleman’s wife who identified the 10-year-old girl, the affidavit said.

“The bathroom the child was in appeared to match a bathroom in a residence from which the Allemans had just moved,” the affidavit said.

Alleman’s wife told officers “she was unaware that such videos were being taken for that there was a camera set up in the bathroom,” the affidavit says.

The girl was taken to the Child Advocacy Center of Central Texas, the affidavit says.’

“During the interview the child identified herself as being the child in the video, but stated that she never knew the videos were being taken nor did she recognize where the video was taken,” the affidavit says.
