KILLEEN, Texas (KWTX) Killeen City Councilwoman Shirley Fleming is conducting a petition drive in hopes of persuading the council to reconsider a proposal to charge developers and builders impact fees.
Fleming has been gathering signatures from residents in support of a one-time fee intended to pay for all or a portion of the costs in providing public services to new private development.
“If they don’t pay for it, it’s going to be on the backs of citizens,” Fleming said.
“We need to take the initiative and get out here to try and get this impact fee approved. It shouldn’t be the taxpayers’ sole responsibility.”
The council voted 4-3 against the city staff’s recommendation to impose the one-time charge.
The vote came after ten years of discussion.
The city’s taxpayers currently pay for the roads, water and wastewater pipes leading up to a new development.
Fleming needs more that 900 signatures to get the petition passed.
She’ll be collecting them from 1 p.m. to 5 p.m. Saturday at 1808 East Rancier Ave.
