Luis Angel Santiago, 28, died Tuesday night at Seton Medical Center Harker Heights after he was hit by shots fired from a car at around 5:30 p.m. in the 1900 block of Fleetwood Drive near the intersection with Greengate Drive west of Hay Branch Elementary School.

Shyheem Jubar Washington, 20, Gervard Washington, 46, and David Madden, 21, are all charged with murder in connection with the deadly shooting.

Their bonds were set at $1 million each on the murder charge

A 15-year-old boy was also arrested.

His name was not released because of his age.

Shyheem Washington was also named in a warrant charging failure to report a felony, Dexter Washington is also named on a bond forfeiture warrant in an assault case and Madden is also named in an aggravated assault warrant and was wanted for a parole violation.

The additional charges against Shyheem Washington and Madden, who were arrested on Tuesday, stem from a shooting on May 30 in the 2800 block of Lake Road that left the victim injured.

"We are trying our best to partner with neighborhoods to reduce crime and we have these knuckleheads, these cowards out here using guns to solve their individual problems," Killeen police Chief Charles Kimble said after the shooting.
