However, Memorial Day, a steady stream of families were at Tonkawa Falls in Crawford.
The park has a history of closing because of low water so, when the police department posted a message on its Facebook page about the park being open along with some friendly reminders, people started flocked there.
Amber Ford was with her family.
"We usually go to Lake Waco but since all that flooding in Waco, it's up to where all the benches and tables are at, so this is the only place really open."
Young children and teenagers were seen diving from the cliffs or walking along the water fall.
Families held picnics and just relaxed.
Crawford police did remind the public to obey the city's ordinances.
Alcohol consumption is not allowed, neither is public nudity. (no G-Strings, T-Backs, etc.)
